New York Governor Andrew Cuomo has issued cease and desist orders to 35 online lenders who make short-term loans, also known as payday loans. Cuomo says the companies are breaking the state's usury laws by charging as much as 7000% interest.

Connecticut schools aren’t making use of state mental health programs for children. That’s according to report released Monday by the advocacy group the Child Health and Development Institute of Connecticut. The groups says 160,000 children in Connecticut need mental health care, but only 20 percent receive it.
The Connecticut Insurance Department has approved $215 a month as the cheapest insurance plan premium offered under the state's new health insurance exchange. The department approved three plans Monday, and a fourth plan has dropped out.
