Fiscal watchdog group The Empire Center said it has uncovered what it calls a "secret slush fund," used by New York Governor Andrew Cuomo and state legislators to fund pet projects around the state, but the governor’s budget office says the grants are subject to oversight.


In his State of the State message, New York Governor Andrew Cuomo embraced many of his familiar issues: cutting taxes for businesses and estates, boosting tourism, and expanding abortion rights.   A few new items included a proposal to borrow $2 billion dollars for education technology, a push to improve New York City airports , and support for connecting  Metronorth to Penn Station.    For Long Islanders, reaction so far has been lukewarm.
